PA 12-166 — This legislation created Connecticut’s APCD.
PA 13-247 — This legislation moved the APCD from the Office of Health Reform and Innovation (an office that was eliminated) to the Connecticut Health Insurance Exchange (also known as Access Health CT).
PA 14-58 — This legislation requires the APCD to provide the substance use and mental disorder data that the act requires managed care organizations and health insurers to report beginning in 2016.
PA 15-146 — This legislation requires the Department of Social Services to submit to Access Health CT all Medicaid data it requests for the APCD. It also prohibits contracts between providers and carriers from restricting the disclosure of (1) billed or allowed amounts, reimbursement rates, or out-of-pocket costs or (2) any data to the APCD for the purpose of helping consumers and institutional purchasers make informed decisions regarding their health care and informed choices among providers, and allowing comparisons between prices paid by various carriers to providers.
